HEALD NATIONAL WOMEN\u2019S FUND"},"content":{"rendered":"<p style=\"font-weight: 400;\"><strong><u>MISSION:\u00a0\u00a0<\/u><\/strong>To eliminate the \u201cPAY TO PLAY\u201d experience presently felt by participants in the National Senior Women\u2019s XV Rugby Team, leave a legacy fund for future teams where possible, and provide funding for the National Age Group Women\u2019s Rugby Teams.<\/p>\n<p><!--more--><\/p>\n<p style=\"font-weight: 400;\"><strong><u>OBJECTIVE<\/u><\/strong><strong>:<\/strong>\u00a0 The objective for the 2021 RWC is to raise $200,000.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>BACKGROUND:\u00a0\u00a0<\/u><\/strong>\u00a0In April 2015, when the Senior Management from the National Teams program identified a significant shortfall in funding for the Senior Women\u2019s XV National team, it seemed inevitable that to participate in the 2017 Women&#8217;s Rugby World Cup campaign, players would be asked, again, to personally fundraise or pay from their own resources.<\/p>\n<p style=\"font-weight: 400;\">Reflecting on that situation, two members of the Rugby Canada Past Presidents Committee (Monty Heald and Barry Giffen) began discussions with key members of the National Women\u2019s team management and alumni to address the likely shortfall anticipated in preparing for the 2017 Woman\u2019s World Cup.\u00a0 After detailed discussions with Meaghan Howatt \u2013 Manager of the Women\u2019s National Team program, Steph White \u2013 a national team alumni as well as former member of the Board of Rugby Canada, Pat Aldous \u2013 Chairman of the Board of Rugby Canada, and Dawn Dauphnee, then the Players Representative on the Board of Rugby Canada, a plan of action was drawn up.\u00a0 It was clear that current Priorities at Rugby Canada were such that sufficient additional funding for the National Women\u2019s XV Team was unlikely.\u00a0\u00a0 Therefore, new sources of funding must be found from within the Canadian Rugby community.<\/p>\n<p style=\"font-weight: 400;\">With this in mind, consultation with Mike Holmes, Chairman of the Board for the Canadian Rugby Foundation and Mark Wyatt, Vice President Canadian Rugby Foundation led to the belief that the best solution was to start an independent Fund with the umbrella services provided by the Canadian Rugby Foundation.\u00a0 This Fund was intended to \u2018supplement\u2019 Rugby Canada funding to ensure that the players selected to the National Senior Women\u2019s XV Team will not be required to \u2018pay to play\u2019.<\/p>\n<p style=\"font-weight: 400;\">A Memorandum of Understanding was drawn up\u00a0 between the RC Foundation and a preliminary committee of interested and committed volunteers willing to take on the challenge of raising funds to eliminate the \u201cpay to play\u201d reality experienced by past National Senior Women XV teams.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>The Monty Heald National Women\u2019s XV Team Fund<\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">As a result, a fundraising team for the National Women&#8217;s team was established in January 2015.\u00a0 Extraordinary efforts raised $350,000\u00a0which supplemented Rugby Canada&#8217;s funding of the National Women\u2019s XV Team and ensured that no player in the lead up to the 2017 WRWC was required to pay to be on the team.\u00a0 \u00a0This impact of this remarkable feat is deeply felt by every member of the 2017 squad.\u00a0 Here is an example, &#8220;<em>The generosity of the MHF has been life changing.\u00a0 Supporting the NSWT program, not only provides opportunity to be the best in the world to represent our country, but also sends the message that you believe in us and our dreams.\u00a0 We take this support into preparations and onto the fields.\u00a0 You help you us forward and share in our success.\u00a0 We truly couldn&#8217;t do it without you!\u00a0 Thank you!\u00a0<\/em>&#8220;<\/p>\n<p style=\"font-weight: 400;\">The MHF continues to be need to support the program.\u00a0 Unlike most Funds within the Canadian Rugby Foundation which have a long term legacy component, this Fund will distribute the funds to the Women\u2019s National team on an \u2018as required\u2019 basis.\u00a0\u00a0 A committee of interested volunteers administers the Fund, ensuring that all the policies and guidelines of the Canadian Rugby Foundation are also followed.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>Naming the Fund \u2013 The Monty Heald National Women\u2019s Fund<\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">The organizers of the Fund have taken this opportunity to recognize and honour Monty Heald for his many contributions to Rugby in our country.\u00a0 Monty was made a Life Member of Rugby Canada in 2013.\u00a0 He was a tremendous ambassador for our sport, representing the Canadian rugby community at local, provincial, national and international levels.\u00a0 No challenge\u00a0 was too big, and\u00a0 he\u00a0 was one of two Past\u00a0 Presidents, the\u00a0 other being Barry\u00a0 Giffen, who formed a sub-committee of the Rugby Canada Past Presidents Committee to address the\u00a0 \u201cPay to\u00a0 Play\u201d situation experienced by\u00a0 the\u00a0 National Senior\u00a0 Women\u2019s XV team.\u00a0 They decided that\u00a0 we must work together\u00a0 within\u00a0 our\u00a0 community \u00a0to eliminate the requirement for members of the\u00a0 National\u00a0 Women\u2019s XV having to\u00a0 \u2018pay\u00a0 to\u00a0 play\u2019. Sadly, Monty succumbed to health problems and passed away in July, 2015.\u00a0 We hope that by\u00a0 recognizing him as a key\u00a0 leader of this Fund, it will ensure\u00a0 members of the\u00a0 rugby community\u00a0 in\u00a0 Canada remember the\u00a0 contributions\u00a0 he\u00a0 made, and motivate\u00a0 others to follow\u00a0 in\u00a0 his\u00a0 footsteps.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>CURRENT SITUATION<\/u><\/strong><u>:<\/u>\u00a0 Rugby Canada management looks now to preparations for the 2021 Women&#8217;s Rugby World Cup.\u00a0 A program and a budget will be established that they believe will allow the National Senior Women\u2019s XV team to build towards that event and to reach the final.\u00a0 Although Rugby Canada and its members had identified the elimination of \u2018Pay to Play\u2019 as a priority for 2017, \u00a0Rugby Canada&#8217;s circumstances have changed so that reliance on the MHF will continue.<\/p>\n<p style=\"font-weight: 400;\">The MONTY HEALD FUND will undertake to gain sufficient capital to overcome the shortfalls in annual operating capital for our National Women\u2019s XV team in the lead up to the 2021 WRWC.\u00a0 It is our hope that the major sponsors, including government and the World Rugby will raise their level of funding as Women\u2019s rugby gains more acceptance on the international stage.\u00a0 That recognition may take four or five years.\u00a0 Therefore, members of the Canadian rugby community are continuing to support the program and these remarkable women.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>OPERATION OF THE FUND:<\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">It was identified that this FUND differs from most funds established under the Canadian Rugby Foundation.\u00a0 The traditional fund within the Foundation distributes income generated by the principal in the fund, without reducing that principal.\u00a0 However, the need to inject operating capital for the next four or five years into the National Senior Women\u2019s Program defines the reasons for the establishment of this FUND.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>ADMINISTRATION OF THE FUND<\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">The administration of the FUND will be carried out by a committee of ten members including a chairperson.\u00a0 One of these members will be the Player\u2019s Representative for Women\u2019s rugby on the Board of Rugby Canada.\u00a0 The Committee will have a Technical Advisor who will be the Manager of the Nation Women\u2019s XV Team Program.<\/p>\n<p style=\"font-weight: 400;\">Committee members will be selected from the Rugby Canada community and are expected to have had Provincial, or National, or international experience in administration of the game of rugby, specifically Women\u2019s Rugby.<\/p>\n<p style=\"font-weight: 400;\">The Manager of the National Women\u2019s team program will bring forward proposals for the distribution of Allocated funds from the Fund for the consideration of the Committee.\u00a0 The Committee will be charged with ensuring the Allocation is distributed to meet the Objectives of the Fund, and in keeping with the philosophy and rules of the Canadian Rugby Foundation.<\/p>\n<p style=\"font-weight: 400;\">The Fund will appoint a Committee member who will report to the Board of the Canadian Rugby Foundation.<\/p>\n<p style=\"font-weight: 400;\"><a href=\"https:\/\/canadianrugbyfoundation.ca\/index.php\/monty-heald-national-womens-fund\/\">MAKE A DONATION TO THE
